And is it possible that it will work without the data plan, so it can do voice and texting?

X, 20 Jun 2010E5 can be your other choice.. it has 5MP already with 10 HDSPA and 2 HSUPA and great battery..... moreThat a phone doesn't have a front camera doesn't mean you can't make video calls. I can remember i made video calls on my nokia 6630 with the rear camera.
