restore your phone settings.... when it restarts just accept the windows phone terms and condition...then go to the store and accept it's terms as well.... your problems will be solved..

Another way is factory reset your phone. It takes longer. Create a new Microsoft Account and set your birthday higher than 18. Some countries are 13. Set higher than 18 to be safe.
