WIndows Phone does not let you reply with attachments other than photos. To attach a document to an email, you'll need to make sure the document is saved to OneDrive, then open OneDrive, find the file, select it, tap the share charm at the bottom of the screen, and tap "share a link", then from the list that is displayed on the screen, choose your email program. An email will open up with the link to the file. Copy and paste the link into the reply email.
