My point is before you buy any item, you should research first information about that item. Don't buy blindly!
You should at least ask the sales attendant what is the meaning of that warning sticker written in Arabic.

Also the region lock in Samsung is new to me. I knew it was there in iPhone. But my point is, I had come to these sites to see the review and all they hyped Note 3 for it's features but in the cons I have never seen a word about the region lock. Then its clearly not review, its just another marketing strategy.

It is clearly your fault. don't blame Samsung for it.. :-|
Obtained this phone from a service provider. After a week the battery stopped working and the phone went dead as expected. After a week of fighting, the service provider replaced the unit.
After 20 days the usb input did not work. Samsung service did not gave me a new phone but they opened the device and changed the usb part. I gave 799 € for a phone that in 20 days did not work . . . i will never buy Samsung again

The below was my communication with the middle east samsung dealer.
I'm writing this mail to explain you how much me and my family suffered because of your regional lock facility.
Last week I bough a Samsung Note III from one of the shops in Saudi Arabia and presented to my wife as gift while she was traveling to India. when she landed in the airport and trying to use India Sim card which she already had, she was not able to call from the phone as it asked for regional unlock code.
She has struggled a lot with a small kid to request someone to help her call outside the airport. And afterwards I asked her to contact nearest Samsung dealer which is 300 Km from our native. She had tried for two times without getting a proper reply from Samsung dealers. She is still using the phone offline mode.
This made me think of the bad decision I took in the first place to buy a Samsung product. You guys have given such a hype in Saudi for promoting Note III which I unfortunately fell for.
You are indirectly telling your customers to buy a new phone every country they visit. I don't really understand in what way you can justify that.
I spent huge share of my salary to buy this product only to use its facilities, not to struggle with it. as I own the product after buying, Ethically and morally I should be allowed to use it wherever I want, especially a necessary gadget lie a cellphone.
if you want to restrict someway, don't restrict the main feature like calls at least.
I have found in some websites, even the Samsung dealers in other countries are not aware this so called feature.
I can tell from my personal experience, I will never ever proudly own a Samsung product.
If the problem is not corrected ASAP, I may discourage my friends & colleagues from buying Samsung product. I really don''''t want anyone to suffer like me.

The device it will work from where you purchase, if you interested to unlock your device you can visit nearest Samsung service center in your area but automatically your it will be out of warranty .
Really I like this mobile but I have a problem sometimes when someone call me my mobile not ringing as it is no network however my friend informed me that it is ringing so I make test that I dont have good network in my office then I let my friend calling me while im beside him my mobile not ringing but its ringing with him so please advise
