Higher RAM any day. Trust me, you can live without 99% of the features, as they do not make the phone any more valuable (except you can show off to your mates!).
The UI/overlay of the phone is also important, and touchwiz is not particularly good.
But do remember that higher specs are not all that determine the performance of the phone. Do not go blindly for a phone just because it has a quad core processor.
In any case, what's your budget?

You barely need a 4K display on a 110-inch TV, let alone a 5 inch handheld device with limited battery backup. Yes, the 64-bit CPU would have been a good idea, but the curent generation of CPUs is very good as well.

One of the best Samsung Galaxy series. Changing my S2 to S5 soon. Looks like a slightly bigger S2 but with killer features and waterproof too.
