Why samsung did not release smart phones with the same specifications of "Glaxy S3 or Glaxy note" with Duos system ?

I hope it comes with screen protection, a good battery and at least a 1GB of RAM. The specifications are not bad at all. I would definitely buy it. Can't wait.
