Most get around this problem by factory resetting multiple times (3-4) It is hardly likely that old ROM file would still be in the cache after that.
I find it easier to clear the cache and factory reset before the OS boots.
this is done from Android recovery. And just to be sure you can clear cache> factory reset> clear cache> factory reset.
To get into recovery mode.
1. Power off phone
2. Hold volume up+home+power
3. When you see the Android with the opem chest, release the power key, quickly followed by the rest.

The thing is at the time of a ROM upgrade or downgrade the cache is full of files/drivers from the ROM you are replacing. So when the new ROM starts for the first time and accesses the cache as it is supposed to, old files from the OLD ROM find their way back on to your phone and cause errors if they a files that were alerted in the ROM you have switched to. (Not all errors you will notice).

I'm on 4.1.2 and the play store works just fine for me to reinstall all my apps both free and paid.

I am now using the custom rom "Omega v.35" and using multiwindow while writing this comment in the Boat Browser on the top half of the screen, at the same time as I am streaming, Adobe Flash, an episode of Stargate in the Dolphin Browser on the bottom half of the same screen! This is true multitasking! :)

if you are thinking of doing a manual update to 4.1.2 just to get the split screen, in my opinion it is too limited in be worth a manual update.
