Yes, the cpu of octa is a beast. It kills the snapdragon 600 and is almost equal to snapdragon 800.
I think a small mistake you did there. In HMP, all 8 cores CAN BE active. They are not always active. It can have every combination. Only one core csn be active and all 8 cores can be. Depending on the need, the cores come into play.
I feel the performance is quite good. Especially after 4.4 update.
I don't think same about GPU. PowerVrsgx544mp3 doesn't support openGl es 3.0 . It doesn't even come close to adreno 330. Adreno 330 has 1.5 times the performance.

Going through all this fuss in big-LITTLE architecture implemented by ARM and Samsung in its exynos CPUs, SAMSUNG EXYNOS S4 poor graphic performance. I am here to set some thing s straight!
Cluster-migration: In given stress level all four A15(most high performance ARM CPUs ever made- apple uses A7 in IP5s) are running or Quad core A7 CPUs(most power efficient ARM Cpu)
Core-migration: Any combination of 4xA7 or 4xA15, though only 4 cores at a time.(1xA7-3xA15,2xA7-2xA15,etc)
Heterogeneous multiprocessing: All 8 cores are online at once.
Potential power benefits of having cluster migration over a core-migration scheme come from the fact that at any given time only one cluster would be powered on: This eliminates the need to keep power to the whole cluster, including its L2 cache. This also enables shutting off the regulator which is dedicated for that cluster, again gaining some power benefit. And lastly, of course, there is a power benefit from not having the CCI itself enabled, however that cannot account for any large amount of power.
Against the rumors that the CCI(required for latter two modes) is not ready or bugged, there was a reply from SAMSUNG Exynos representative:

Now, presuming that only cluster migration works, we have still a high performance combination of quad core ARM 15 CPUs running supplemented by POWERVR544 triple core GPU! Believe me this is a blissful performance pair! The heating issue is ARM15 all cores running at same speed. Qualcomm goes towards asynchronous clock planes for each CPU, hence each CPU running a varying clock speed! The micro-lags can be attributed to Samsung's implementation of CCI (L2 caches flushed to main memory and then back to the other CPUs while migration), hopefully this has been fixed in S5, with all memory transfer during migration being done by CCI, this has no significant effect on power efficiency but may remove those micro-lags.
Samsung has implemented its own Core-Migration scheme with In-Kernel-Switches, which is a evolving process!
Hence in short S4 is a high performance beast in all regards with POWER VR SGX544 GPU and ARMs, best A15 CPU. Those occasional micro lags are not GPU or CPU related but exist due to android OS and Cluster/Core migration memory dump transfers due to incapable CCI!

AnonD-181724, 31 Mar 2014I m planning to buy S4 this week .. i have heard about a problem in S4 about Pixel burn/screen... moredon't worry about pixel burn-in. you won't get it unless you use the phone for 5 years or more.
Besides, 16 GB G2 is useless. you'll get 10.5 GB free and there is no SD card slot. So the memory is very less.
32 GB G2 is worth considering over S4 as it's better. But it's costlier. So i would suggest S4 if you look for value for money.
If 32 GB G2 is in your budget, buy it. Otherwise go for 16 GB s4 and get an SD card acc. to your need.

*Album art sets to the lock screen while playing the music(if there is a bikini girl in album art ur lock screen will filled with bikini an d it ruins your phone theme)
*some times graphics stuck.
*you cant bluetooth media files in player.
*I experienced lagging the screen transitions first time in my s4 after the kitkat upgrade.(but only once yet)
*music player doesnt remember your personnel settings. that means every time u need to set ur personel settings.
* but i feel it saved my battery.
So for me the best is 4.2.2
