And also importantly system-reserved[for execution of processes that keeps your system running]. Even in a computer(e.g. hp) the complete memory of RAM will not available to the user.
Samsung softwares are not to be blamed please
Solution for your problem could be ending some less important tasks which uses high memory (apps with more Graphics) in the Task Manager.

Can anyone Explain.
I have got SGS i9000, with 2.2 froyo on it. I updated it to froyo last month ( officially through kies). Earlier with 2.1 eclair my phone showed 326mb ram remaining , and after upgrade to 2.2 froyo the phone showed 304mb ram remaining in task manager.
Now the question here is
Yesterday I had galaxy tab in my hands , with froyo 2.2 in it. And I Went to the taskmanager and checked the available ram on it. Now that showed 444mb available for use out of 512mb which it has.
Now why both the devices havin same software show different availability of ram
Because when I use my SGS heavily with multitasking and browsing some heavy websites, the app crashes because only 304mb is left for use.
I guess something is wrong with samsung's software implementation on their products.
