The app "Open Camera" has a "Forced 4K" mode which enables 4K recording on your device if your CPU and GPU support to do so. I think the "Open Camera" app can be used to enable 4K capability on Redmi Note 3 and Redmi 4 because the Snapdragon 650 with Adreno 510 and Snapdragon 625 with Adreno 506 are capable of encoding and decoding 4K media.

If I ain't wrong the Snapdragon 625 processor can encode and decode 4K media then why Xiaomi isn't planning to enable 4K recording ability on this phone.
They did the same with Redmi Note 3 whose Snapdragon 650 processor was clearly capable of recording 4K media.

It was a rumour. Of course, it wasn't a real one, as Redmi Note 4 released those days instead of the 5" redmi.
The Redmi 3 released at 1/2016. If Xiaomi doesn't will to launch a mediatek edition at R3, they're not gonna hurry to launch a R3.
1/2017 could be the normal launch time, but a smart move could be the December launch, as December is a very good month for smartphone sales.

please don't be fooled by ANY of the NASTY rumors about Helio X20, especially from 'opinions' or 'proves' on youtube before GSMArena does a review or hands-on on Redmi Note 4.
Xiaomi as a Chinese manufacturer's company is a SMART & CREATIVE company, unlike Lenovo or other Chinese company.
SMART: Xiaomi uses only the 'good' to 'great' SoC when manufacturing their devices. When MediaTek release Helio P10, Xiaomi still use Helio X10 for Redmi Note 3 because of P10 'bad' performance as mid-end chipsets.
CREATIVE: When they choose to use SD810, Xiaomi made Mi Note Pro feels 'cooler' than any other SD810-powered devices because they add 'tricks' to make SD810 heat 'less' in Mi Note Pro than any other BIG BRAND devices. Therefore, EVEN IF REDMI NOTE 4 have heat problem like Mi Note Pro did, I beieved Xiaomi will add 'tricks' to make it heat less, as Redmi Note line are their 'flagship' cheap phone, unlike Redmi which have similar demography as Android One phones: cheap, but decent.
