Snapdragon is a bit diffrent than exynos or TI OMAP here.
The s4 doesn't utilize the same cortex a15 architechture though it's pretty much similar.That's y u see that they say that s4 krait cpu is cortex a15 comparable but it's not a15 as such.the first cortex a15 cpu with be outed by exynos in Q3 this year.
The diffrence is quite noticible when u see the two examples.
Samsung galaxy s2:-
chipset -exynos
cpu-dual core 1.2 ghz cortex a9.
Sony xperia s :-
chipset-qualcomm msm8260 snapdragon
cpu-1.5 ghz dual core scorpion.
There's no mention that xperia s has cortex a9 cpu it's just scorpion (s3) though they both have same 45 nm semicoductor chip.snapdragon does vary in this aspect to other soc makers.
Similarly it's not mentioned anywhere that the s4 chipset has cortex a15 cpu architechture(though it is quite similar to that).

Qualcomm's Dual Krait S4 SoC is... moreUmmm....no, you're very wrong, S4 does not have the same architecture as A15, qualcomm always has developed their own architecture, the architecture for all their previous processors was Scorpion, similar to A8, the Krait architecture is based off of the A9. performance is similar to A15, but just a tad bit worse. It is not an A15 processor.

A15 and Krait are 2 different maker...You seem to be the one who posts without making some research. Qualcomm's Dual Krait S4 SoC is in fact based on Cortex's A15 processor, as well as, for example, Samsung's Exynos 5250 and TI's OMAP 5 Dual. You kind of point that Qualcomm and Cortex are separate manufacturers and that's right, but Qualcomm's SoC DOES use Cortex's A15 processor, and the Dual Krait S4 has A15 architecture, as well as other OEMs SoCs.
I think when the Exynos 5 Quad comes it will outdo the Quad Krait S4, but this last one is certainly expected to arrive earlier and will probably be the first Quad A15 commercially available.

Good luck for Qualcomm and TSMC. I wonder how do they sort out the orders of different phone makers when in fact that they cannot keep up with the demand of the 28nm chips.
