I can't understand why the rating is so high. Its just a feature phone(smartphone like) device that is just more or less equal to samsung galaxy y especially the features. This don't have a multitasking and document editor/viewer.
Nokia owns its S40 OS so they have the right to improve it. Atleast they install document viewer and multitasking because they need a big boost especially to its OS as what the customers demand to regain its position.

The decision all falls down to you, really.
If you're an app freak and you're the type of person who's into tinkering stuffs, then maybe SGY is the phone for you. But there are better Android alternatives out there rather than this overrated phone. Just add a little bit more and you can get the Sony Ericsson Xperia Mini Pro. The best thing about this phone is that, it's upgradable to Ice Cream Sandwich. And on top of that, you have a Bravia Engine, a 1GHZ processor, a 5 Megapixel camera and a real, slide out qwerty keyboard. But as I have said, it cost a little bit more than the Samsung Galaxy Y.
But if you don't mind the lack of apps and if you're not really into rooting, then opt for the Nokia Asha 311. It's a better choice than the SGY, IMO. You couldn't get a device that has a Gorilla Glass, a premium-looking design and a decent screen quality at this price range.
